We represented the Board of County Commissioners of Sarasota, Florida, in public utility regulatory and litigation matters from 1961 until 1992 as general counsel. NELSON HESSE, LLP attorney Omer Causey served as Special Counsel for the Sarasota County Public Utilities Advisory Board from 1983 until 1992 in all rate hearings concerning water and wastewater utilities and solid waste franchisees. Since 1992, Mr. Causey has been on the approved panel of appointed hearing officers for Sarasota County and has acted as Hearing Officer for the Board of County Commissioners in virtually all contested rate cases coming before the Board during that time. Mr. Causey currently represents the City of North Port, Florida, in its public utility matters. Mr. Causey has also acted as an appointed hearing officer on behalf of Charlotte County and St. Johns County, and has represented Hillsborough County as Special Counsel to its Utility Department in rate investigations.Mr. Causey represented Sarasota County in its acquisition of the privately held utility companies that now make up the County's public utility system, and represented Siesta Key Utilities Authority, Inc. in the 2006 transfer of its water and wastewater facilities to Sarasota County following the retirement of SKUA's revenue bonds. Mr. Causey has also represented utility companies before local and state regulatory authorities, including the Florida Public Service Commission.
